One more shot of the interesting Arequipa terrain and architecture. In Peru, there is a regulation that buildings 'under construction' pay significantly less taxes.  People take advantage of that by leaving their houses in a permanent state of incompleteness, with concrete, pipes, and rebar sticking out all over the place.  Outside of the nicer areas, literally 80-90% of buildings were like this.
