The road sign advised people to drive with caution, which is good advise when there are tiny children darting across the freeway looking for handouts.  Lima is surrounded by pueblos jovenes, which means young towns.  These are incredibly poor shantytowns, with no water, plumbing, or electricity.  Many are along the roads for the sole purpose of begging among the traffic.
