I happened by the Government Palace at noon for the changing of the guard.  El presidente, Alan García, is not well loved, and is referred to behind closed doors as "the current tenant".  The political history of Peru is pretty interesting, but I won't get into it here.  Let me just say that they voted García into office even though he had bankrupted the country when he was previously president in the 90's, because he was the 'known evil' of the two candidates.  Mmmmm-kay.
